According to Planning Minister John Day social interaction in Perth has been hampered by 1970s and 80s suburban design. 

The State’s top judge, Chief Justice Wayne Martin suggested a town planning law conference that the dominance of cars and suburban sprawl was partly to blame for antisocial behaviour and crime in Perth. “Many of the suburbs of Perth appear to have been designed on the assumption that people have lost the use of their legs” he said. He commented that instead of walking local streets, people spent more time in “self-contained cells”.

By 2008 France had about 1600 fixed and 800 mobile speed cameras in operation, photographing 17 million speed offenders, issuing 8 million infringement notices (typically within five working days), collection 550 million Euros in fines. AND dropping the road toll 25%.</description>
